White Papers

White Papers are brief reports on the annual state of an individual Results Measure. Each white paper features a top 10 and bottom 10 lists of the best and worst states in a given measure, with some quick evaluation of possible causes and effects. These papers are meant as an easy to understand summary of the current performance of a state that can be read by anyone interested in this topic.

Goal Papers

Goal Papers are based on the idea of common cause; that is, that all citizens and political parties want the same things for their state and for America. Though the method to complete these goals may differ, the desired result is the same. These goals include:

  • Goal 1: The best education system in the world
  • Goal 2: The most innovative and prosperous economy
  • Goal 3: The safest place to work, live, and raise a family
  • Goal 4: The role model for a sustainable planet
  • Goal 5: The healthiest people in the world
  • Goal 6: An infrastructure second to none
  • Goal 7: A government that is efficient and effective

Goal Papers examine the Results Measures based on these areas and determine which states are the best in achieving a goal. These papers are longer than the White Papers, but provide more depth and discussion of the successes of certain states, and the lessons they can teach the states at the bottom.
