The best performing area in the state is public safety at 6th overall. The state has the best rate of child maltreatment and one of the top for property crimes. Pennsylvania has a large and diverse economy with high rates of venture capital investment and an above average education system. Cost of healthcare in this state is low; rates of food insecurity are low; and relative to the population, the size of government is also low.

As a state in a manufacturing-heavy region, Pennsylvania has issues with environmental outcomes. While water quality is good, air and carbon dioxide emissions are some of the highest in the nation. Transportation infrastructure and public health are also a concern for this state. The state also has high comparative levels of state and local tax burden and government debt.

Recommendations
Solving the chronic air quality and carbon emissions problems is key. High rates of venture capital are already streaming into the state and could be tapped to find innovative solutions to environmental questions. Following this, increasing public health outcomes (especially infant mortality and workplace injury) would push Pennsylvania higher in the Results measures.
